Minutes of the January Meeting of Trimdon Parish Council held in the Community College, Trimdon on Tuesday 14 January 2014 at 7:00pm.

Present: Councillor George Elliott Snr. (in the Chair) and Councillors Sheila Appleton, John Burton, Ian Quinn, Julie Thompson, Keith Thompson, Paul Trippett, Eileen Dickinson, and George Elliott .

County Councillor Peter Brookes and Anne Delandre, Clerk to the Council, were also in attendance and Sergeant Alex Clarke (Durham Constabulary) was in attendance to present the Police Report.

John Burton advised the Council of the sad and sudden death of George Terence who had been a great servant to the Parish Council and the community at large.

There were no declarations of interest.

2. APOLOGIES FOR ABSENCE
Apologies for absence were received and accepted from Denise Davison, Bernadette Oliver, Margaret Elliott and Margaret Hughes.

3. POLICING IN THE PARISH
Sergeant Alex Clarke, Durham Constabulary, attended the meeting to give an update on the crime figures for Trimdon Village, Trimdon Grange and Trimdon Colliery.

The crime figures for the period 10 December 2013 to 14 January 2014 are as follows:-

Vehicle Crime – 2 incidences
Violent Crime – 1 incident (domestic assault)

Sergeant Clarke gave details of the forthcoming Police and Crime Together (PACT) meetings and confirmed that these will now be held on a bi-monthly basis.

It is hoped to undertake target hardening at the three allotment sites across the parish and a financial donation from the Parish Council was requested. There was agreement, in principal, subject to costings being available for the next meeting.

Sergeant Clarke was thanked for his Report and left the meeting.

5. MINUTES OF THE MEETING HELD ON 10 DECEMBER 2013
Resolved that the Minutes of the Parish Meeting held on 10 December 2013 (previously circulated) be accepted as a true record and signed by the Chair.

6. MATTERS ARISING
The Clerk advised that Durham County Council has agreed to planning application 7/20/0453/DM (Erection of dwellings at Briar Grove).

The Council considered the request for additional funding of £4,000 from Trimdon Village Hall Association to help to secure the position of a Caretaker and it was resolved that this request be granted. The Association to be made aware that the funding is conditional on it working with the Parish Council and other community associations to ensure that the funding granted by the Council achieves the most beneficial outcomes.

Agreed that the above updates be noted.

7. MINUTES OF THE MEETING HELD ON 7 JANUARY 2014
Resolved that the minutes of the Special Meeting held on 7 January 2014 (circulated at the meeting) be accepted as a true record and signed by the Chair.

8. MATTERS ARISING
There were no matters arising.

9. PLANNING APPLICATIONS
The Clerk reported that there were no planning applications for consideration.

NALC ADMINISTRATION BRIEFING – INVITATION TO ROYAL GARDEN PARTY (3 JUNE 2014)

NALC has been awarded 4 places for the Royal Garden Party on 3 June 2014.

WORLD WAR 1 COMMEMORATIONS

Durham County Council is trying to pull together a package of event over the next few years to commemorate the Government’s Centenary activity.

The Clerk to look into the Public Memorial in the Cemetery, Trimdon Grange.

It was noted that St William’s Church is celebrating its 150th Anniversary and, as part of these celebrations, will be unveiling new plaques in commemoration of World War 1 and will be hosting the 2014 Remembrance Service.

The Parish will also link with the Royal British Legion to assist with their commemorations.

Agreed that the above report be noted.

REQUEST FOR FUNDING – COUNTY OF DURHAM SCHOOL BENEVOLENT FUND

A request for funding has been received from County of Durham School Benevolent Fund for a donation to assist with their work of providing clothing and shoes for needy families across County Durham.

Resolved that a donation of £200 be granted.

WEBSITE UPDATE

The Clerk advised that the Parish Council website (trimdonparishcouncil.gov.uk) is now up and running.
Agreed that the above be noted.

TRIMDON CONCERT BRASS BAND

A letter of thanks has been received from Trimdon Concert Brass Band for the Parish Council’s contribution towards the National Finals fundraising.
AGREED that the above be noted.

11.REPORT FROM COUNTY COUNCILLOR PETER BROOKES

  • A further £100M savings need to be made over the next two years – the easiest savings have already been made and future savings will impact on services
  • Labour Group is to hold an ‘Away Day’ to discuss how Parish Councils can assist with services if Durham County Council has to withdraw financial support
  • AAP Event – priority for local area was Young People. It is hoped that young people can become more involved with the democratic process and the AAP is hoping to involve young people in surgeries with County Councillors and MPs. The Parish Council pledged support, including financial support, to assist with this.

12.ANY OTHER BUSINESS

  • A request was received for the footpath across the village green to have new gravel applied.
  • It was agreed that in view of the cold conditions in the current room used for the Parish Council meetings, that the meetings held during the winter months be in the Community Centre, Trimdon Grange. The cost of this would be £10 an hour.
  • It was noted that the current Clerk’s office in Trimdon Junior School is not ideal and an alternative location should be sought.
  • A request was received for the hours of the floodlights at Trimdon Grange to be altered to accommodate children who are currently playing there straight from school.
