Minutes of the May Meeting of Trimdon Parish Council held in Trimdon Grange Community Centre on Tuesday 13 May 2014 at 7:15pm.

Present: Councillor John Burton (in the Chair) and Councillors Sheila Appleton, Eileen Dickinson, George Elliott, Margaret Hughes, Bernadette Oliver and Paul Trippett

Anne Delandre, Clerk to the Council, was in attendance and Sergeant Alex Clarke, Durham Constabulary, was in attendance for part of the meeting.

There was one member of the public in attendance.

8. DECLARATIONS OF INTEREST
There were no declarations of interest.

9. APOLOGIES FOR ABSENCE
Apologies for absence were received from Denise Davison and Margaret Elliott.
Resolved that the above apologies be accepted.

10. PUBLIC PARTICIPATION
There were no questions from members of the public present at the meeting.

11. POLICING IN THE PARISH
Sergeant Alex Clarke, Durham Constabulary, attended the meeting and reported the following crime figures for the period 7 April 2014 to 13 May 2014:-

12. CLERK’S REPORT

a) Health and Safety of Play Parks
The Clerk presented a report on Health and Safety of Play Parks.

Resolved that the damage to the Tyre Swing at the Trimdon Colliery Play Park be noted and authorisation granted for the purchase and installation of a replacement.
Resolved that the arrangements for ROSPA to carry out an annual inspection of the three Parish Play Parks be noted.
Resolved that the Clerk be authorised to purchase appropriate signage for the Play Parks.

b) Freedom of Information Publication Scheme
The Clerk presented a report on the Freedom of Information Publication Scheme. The draft Publication Scheme was circulated for information.

Resolved that the draft Publication Scheme be approved.
Resolved that a charge of 6p per page for black and white hard copies of any publication be approved.

c) Quotations for annual insurance premium
The Clerk advised that quotations had been received from the current provider (Aon) and Zurich.
Resolved that that the three year long term agreement with Zurich be approved.

d) The Clerk advised that a Zurich operates a Local Council Advisory Service providing advice and guidance on Risk Management and Health and Safety Issue for Parish Councils.

Resolved that the Clerk be authorised to subscribe to the Local Council Advisory Service, initially for a 12 month term.

e) County Durham and Cleveland County Training Partnership
The Clerk advised that the Partnership is holding a training event on Tuesday 3 June at County Hall, Durham.

Resolved that the Clerk attends the above training course.

f) BT Telephone Bill
The Clerk advised that the Parish Council is currently paying £61.44 per quarter for entries in the Classified Section of the Phone Book. It was considered that this no longer represents value for money.

Resolved that the Clerk be authorised to request BT to remove the telephone entries from the Phone Book.

14. REPORT FROM COUNTY COUNCILLOR PETER BROOKES
County Councillor Peter Brookes was not in attendance to present his report.

15. COUNCILLOR MATTERS – FOR INFORMATION

a) Paul Trippett passed on the thanks from Les Oliver, former Parish Clerk, for his retirement present from the Parish Council.

b) George Elliott advised that the County Council has recently advertised land behind the former Locomotive Public House, North Moor Road, Trimdon Colliery as grazing land. Concerns were expressed that stables may be erected on this land and the Parish Clerk was requested to make further enquiries regarding any conditions attached to the use of the land.
