Minutes of the Ordinary Meeting of Trimdon Parish Council held in Trimdon Community College, Trimdon Village on Tuesday 16 July 2019 at 7:00pm.

Present:  Councillor John Burton (in the Chair) and Councillors George Elliott, Margaret Elliott, Bernadette Oliver, Leslie Oliver, Ian Quinn, David Smith and Paul Trippett.
Anne Delandre (Clerk to the Council) was in attendance to record the minutes and County Councillor Peter Brookes was in attendance to report on County Council matters.

31. APOLOGIES FOR ABSENCE
Apologies for absence were received from Denise Davison, Eileen Dickinson, Rob Gilbert, Margaret Hughes and Keith Thompson.
Resolved that the above apologies be approved.

32. DECLARATIONS OF INTEREST
There were no declarations of interest. Resolved that the above be noted.

33. PUBLIC PARTICIPATION
There were no members of the public in attendance. Resolved that the above be noted.

34. REPORT FROM COUNTY COUNCILLOR PETER BROOKES
County Councillor Peter Brookes reported on the following items:

  • 50th Anniversary of Durham twinning with German town of Tubingen - Skerne Folk Band recently played at event in Germany
  • Big BRASS Bash to be held at Trimdon Community College 18 July
  • Velo North Cycling Event cancelled due to insufficient numbers participating
  • Debate to take place with the aim of making County Durham 80% carbon neutral by 2030 and 100% carbon neutral by 2050

Resolved that the above be noted.

35. MINUTES OF THE ORDINARY MEETING HELD ON 11 JUNE 2019
The minutes of the Ordinary Meeting held on 11 June 2019 had been circulated with the Agenda.
Resolved that the minutes of the Ordinary Meeting held on 11 June 2019 be approved and signed by the Chairman.                                               

36. UPDATE ON PROGRESS OF RESOLUTIONS FROM THE LAST ORDINARY MEETING OF THE PARISH COUNCIL HELD ON 11 JUNE 2019

  • The Clerk advised that, following intervention by the Police, Crime and Victims’ Commissioner for Durham, confirmation has now been received from Action Fraud confirming that they are not prepared to refer the recent incident of a fraudulent bank transaction impacting upon Trimdon Parish Council to a police force due to the high demand of this fraud type.


Resolved
that a reply be sent to Action Fraud advising of the parish council’s dissatisfaction with this response and that the Member of Parliament and the Police, Crime and Victims’ Commissioner for Durham be asked to also contact Action Fraud regarding this outcome.

37. TO RECEIVE THE DRAFT MINUTES OF THE ALLOTMENT MEETING HELD ON 4 JUNE 2019
The draft minutes of the Allotment Meeting held on 4 June 2019 had been circulated with the Agenda for information.
Resolved that the above be noted.

38. PAUL BLACK (PROJECT MANAGER, BRIGHTWATER LANDSCAPE PARTNERSHIP)
Paul Black attended the meeting and advised to talk about the project Discover Brightwater.  This project has received over £3M Heritage Lottery Funding to restore, reveal and celebrate life around the River Skerne.
Booklets have been distributed to more than 43,000 homes and business in the Brightwater area. 
It was noted that Community Grants of up to £3K are available to groups and Brightwater can offer assistance to make the necessary applications.
Resolved that the above be noted.

39. PLANNING APPLICATIONS
There were no planning applications for consideration.

40. FINANCIAL

a)    The Clerk detailed expenditure requiring payment by cheque/BACS.
Resolved that the payments be approved.

b)    The Clerk submitted the schedule of payments made between 1 June 2019 and 30 June 2019
Resolved that the schedule of payments be approved.

c)    The Clerk submitted the schedule of receipts received between 1 June 2019 and 30 June 2019.
Resolved that the schedule of receipts be approved.

d)    The Clerk submitted the bank reconciliation statement (Instant Access Account) for the period ended 30 June 2019.  This was cross referenced with the Bank Statement.
Resolved that the bank reconciliation statement (Instant Access Account) be approved and the Chairman sign the Bank Statement as confirmation of the balance.

e)    The Clerk submitted the bank reconciliation statement (Current Bank Account) for the period ended 30 June 2019.  This was cross referenced with the Bank Statement.
Resolved that the bank reconciliation statement (Current Bank Account) be approved and the Chairman sign the Bank Statement as confirmation of the balance.

41. CLERK’S REPORTS

a)    A Report on the income and expenditure for the first quarter (1 April 2019 to 30 June 2019) had been circulated with the Agenda.
Resolved
1.    That the report be noted.
2.    That the savings recommended by approved.

b)    Update on the future of Skerne Medical Group - Paul Trippett confirmed that a public consultation exercise is currently being undertaken by Skerne Medical Group between 9 July and 12 August to discuss their proposals for the future of the medical practice.
Resolved that the above be noted.

c)    Future of the site of the former Trimdon Village Infant School - Paul Trippett advised that there is a potential buyer for the site of the former Trimdon Village Infant School.  The purchaser is then prepared to gift ownership of the land to the parish council (with no restrictive covenants attached) in order that it remains available as a site for a potential new Doctor’s Surgery, should the necessary finance become available. 
Resolved that Trimdon Parish Council agrees, in principle, to become owners of the land at the site of the former Trimdon Village Infant School.

d)    Future of the John Airey Trust - the Clerk advised that she is working with the Charities Commission to transfer the current funding and the land currently owned by the Charity to Trimdon Parish Council.  The parish council would initially take over the management of the land, with a view to selling it.  A Named Fund would be set-up with the Durham Community Foundation called the John Airey Fund and the revenue from the sale of the land, together with the current monetary assets, would be transferred into this fund and distributed each year to support education and training in the local area.
Resolved:

    1. That Trimdon Parish Council agrees, in principle, to receive the current funding and land owned by the John Airey Trust.
    2. That the parish council takes over the management of the land, with a view to selling it.
    3. That the parish council establishes a Named Fund called the John Airey Fund with the Durham Community Foundation.
    4. That all funds associated with the John Airey Fund be distributed each year to support education and training in the local area.

 

42. CORRESPONDENCE

a)    The Clerk advised that a request has been received from Haswell & District Mencap for a donation towards their running costs.
Resolved that no action be taken on the request.

43. COUNCILLOR MATTERS – FOR INFORMATION ONLY
