Minutes of the Ordinary Meeting of Trimdon Parish Council held in Trimdon Grange Community Centre on Tuesday 14 May 2019 at 7:00pm.

Present:  Councillor John Burton (in the Chair) and Councillors Eileen Dickinson, Margaret Hughes, Leslie Oliver, Bernadette Oliver, Ian Quinn, Keith Thompson and Paul Trippett.
Anne Delandre (Clerk to the Council) was in attendance to record the minutes and County Councillor Peter Brookes was in attendance to report on County Council matters.

  1. APOLOGIES FOR ABSENCE

Apologies for absence were received from Denise Davison, George Elliott, Margaret Elliott and David Smith.
Resolved that the above apologies be approved.

  1. DECLARATIONS OF INTEREST

There were no declarations of interest.
Resolved that the above be noted.

  1. PUBLIC PARTICIPATION

There were two members of the public in attendance.  They expressed concerns that a land owner has recently removed a protected hawthorn hedge on Horse Close Lane.  Paul Trippett confirmed that he has reported this to Durham County Council who are investigating the matter.

They also enquired whether the planning application for new houses in Trimdon Village would ensure that the hawthorn hedge at the proposed entrance would not be damaged.  The Clerk advised that all details on the planning application can be viewed on Durham County Council’s Planning Portal.

Resolved that the above be noted.

 

  1. REPORT FROM COUNTY COUNCILLOR PETER BROOKES

County Councillor Peter Brookes reported on the following items:

  • Improvements are to be carried out at Bishop Auckland Town Hall
  • Bishop Auckland recently hosted a very successful Food Festival with 27K visitors
  • 20mph speed restrictions now introduced at 79 schools across the county
  • A more strategic approach is to be adopted for spending from Neighbourhood Budgets
  • Launch of Marquee at Trimdon Community College (partly funded via AAP) to be held Friday 17 May

 

Resolved that the above be noted.

 

  1. MINUTES OF THE ORDINARY MEETING HELD ON 9 APRIL 2019

The minutes of the Ordinary Meeting held on 9 April 2019 had been circulated with the Agenda. 
Resolved that the minutes of the Ordinary Meeting held on 9 April 2019 be approved, to be signed by the Chairman.

 

  1. UPDATE ON PROGRESS OF RESOLUTIONS FROM THE LAST MEETING OF THE PARISH COUNCIL 0N 9 APRIL 2019

There were no items of progress for discussion.
Resolved that the above be noted.

 

  1. PLANNING APPLICATIONS

The following planning applications were considered:

Continuation of clay pigeon shoot use

2 no. dwellings including demolition of existing buildings

Two storey rear/side extension

Resolved that no comment be made in respect of the above planning applications.

 

  1. FINANCIAL

a) The Clerk confirmed that, under Section 4.1 of the Financial Regulations, the Chairman had approved expenditure of £130 to Kompan for the supply of play equipment to replace equipment damaged by vandalism.
Resolved that the above be noted.

b) The Clerk detailed expenditure requiring payment by cheque/BACS.
Resolved that the payments be approved. 

c) The Clerk submitted the schedule of payments made between 1 April 2019 and 30 April 2019
Resolved that the schedule of payments be approved.

d) The Clerk submitted the schedule of receipts received between 1 April 2019 and 30 April 2019.
Resolved that the schedule of receipts be approved.

e) The Clerk submitted the bank reconciliation statement (Instant Access Account) for the period ended 30 April 2019. This was cross referenced with the Bank Statement.
Resolved that the bank reconciliation statement (Instant Access Account) be approved and the Chairman sign the Bank Statement as confirmation of the balance.

f) The Clerk submitted the bank reconciliation statement (Current Bank Account) for the period ended 30 April 2019. This was cross referenced with the Bank Statement.
Resolved that the bank reconciliation statement (Current Bank Account) be approved and the Chairman sign the Bank Statement as confirmation of the balance.

 

  1. CLERK’S REPORTS

a) A report on a request for additional floral tubs in Trimdon Village, together with a list of floral planters located across the parish, had been circulated with the minutes.
Resolved
1.That the report be noted
2.That the parish council does not increase the number of floral tubs.
3.That five planters currently located at Front Street North be re-located to:

  • The entrance sign to Trimdon Village x 1
  • Next to the seat at Newlands Road x 2
  • Elwick View - the entrance to TCCA, Bluebell Meadow Primary School and St William’s Primary School x 2

 

  1. CORRESPONDENCE

a) A request has been received from a resident for additional Christmas tree lights in Trimdon Village.
Resolved that no action be taken on this request.

b) A request has been received from Trimdon Toddlers for a financial donation towards the cost of the annual summer trip.
Resolved that a donation of £50 be awarded under the General Power of Competence.

c) A letter has been received from Trimdon Grange Community Centre thanking the parish council for their recent financial donation.
Resolved that the above be noted.

d) An email has been received from Trimdon Brass thanking the parish council for their recent financial donation. They have asked for a member of the parish council to attend one of their rehearsals for a photograph opportunity.
Resolved that the above be noted.  The Clerk to arrange for the Chairman to attend a suitable rehearsal.

e) A letter has been received from Citizens Advice Durham thanking the parish council for their recent financial donation.
Resolved that the above be noted.

f) The National Association of Local Councils Spring 2019 Magazine had been circulated with the Agenda.
Resolved that the above be noted.
