Minutes of the Ordinary Meeting of Trimdon Parish Council held in Trimdon Community College, Trimdon Village on Tuesday 10 December 2019 at 7:00pm.
Present: Councillor John Burton (in the Chair) and Councillors Eileen Dickinson, Rob Gilbert, Margaret Hughes, Bernadette Oliver, Ian Quinn, David Smith and Paul Trippett.
Anne Delandre (Clerk to the Council) was in attendance to record the minutes and County Councillor Peter Brookes was in attendance to report on County Council matters.
77. APOLOGIES FOR ABSENCE
Apologies for absence were received from George Elliott, Margaret Elliott, Leslie Oliver and Keith Thompson.
Resolved that the above apologies be approved.
78. DECLARATIONS OF INTEREST
Councillor Rob Gilbert declared a disclosable pecuniary interest in Item 7(a) DM/19/03479/FPA and Councillor Margaret Hughes declared a non-registerable personal interest in Item 7(a) DM/19/03598/FPA. Neither party took part in the discussion regarding the planning applications.
Resolved that the above be noted.
79. PUBLIC PARTICIPATION
There were no members of the public in attendance.

80. REPORT FROM COUNTY COUNCILLOR PETER BROOKES
County Councillor Peter Brookes reported on the following items:
- Spoof emails have been detected as being sent from the Chair of Trimdon Parish Council - councillors are requested to be vigilant when receiving emails
- DCC has carried out a senior management re-structure and has created the post of Director of Neighbourhoods and Climate Change
- AAP staff and parish clerks have met to discuss a strategic approach regarding AAP funding
- The parish council is requested to look to replace the old bench located on the village green

81. MINUTES OF THE ORDINARY MEETING HELD ON 12 NOVEMBER 2019
The minutes of the meeting held on 12 November 2019 had been circulated with the Agenda.
Resolved that the minutes of the Ordinary Meeting held on 12 November 2019 be approved and signed by the Chairman.
82. UPDATE ON PROGRESS OF RESOLUTIONS FROM THE LAST ORDINARY MEETING OF THE PARISH COUNCIL HELD ON 12 NOVEMBER 2019
There were no matters arising from the minutes of the meeting held on 12 November 2019.
Resolved that the above be noted.

Resolved that no comment be offered in respect of either planning application.
84. FINANCIAL
a) The Clerk reported on items of expenditure approved by the Chairman under Section 4.1 of the Financial Regulations.
Resolved that the items of expenditure approved be noted.
b) The Clerk detailed expenditure requiring payment by cheque/BACS.
Resolved that the payments be approved.
c) The Clerk submitted the schedule of payments made between 1 November 2019 and 30 November 2019
Resolved that the schedule of payments be approved.
d) The Clerk submitted the schedule of receipts received between 1 November 2019 and 30 November 2019.
Resolved that the schedule of receipts be approved.
e) The Clerk submitted the bank reconciliation statement (Instant Access Account) for the period ended 30 November 2019. This was cross referenced with the Bank Statement.
Resolved that the bank reconciliation statement (Instant Access Account) be approved and the Chairman sign the Bank Statement as confirmation of the balance.
f) The Clerk submitted the bank reconciliation statement (Current Bank Account) for the period ended 30 November 2019. This was cross referenced with the Bank Statement.

85. CLERK’S REPORTS
a) It was acknowledged that the Annual Christmas Lights Switch-on was, once again, a huge success, with an increased number of people attending. Particular thanks were offered to Ian Quinn and his supporters, the Parish Clerk and the parish council’s grounds staff.
Resolved that the above be noted.
b) A quotation has been received from CE & CM Walker Ltd for grass cutting for the Summer 2020 season.
Resolved that the quotation for grass cutting be accepted.
86. CORRESPONDENCE
a) The Clerk confirmed that a letter has been received from Butterwick Hospice Care thanking the parish council for their recent financial donation.
Resolved that the above be noted.
b) The Clerk confirmed that a letter has been received from St Alban’s Luncheon Club thanking the parish council for their recent financial donation.
Resolved that the above be noted.
c) The Clerk confirmed that a letter has been received from Great North Air Ambulance thanking the parish council for their recent financial donation.
Resolved that the above be noted.
87. COUNCILLOR MATTERS – FOR INFORMATION ONLY
· Complaints have been received that cars are parking on the grass verge in front of the residential home on Front Street North
· Complaints have been received that barbed wire has been placed across a public right of way at Trimdon Grange
