Minutes of the Meeting of Trimdon Parish Council held in Trimdon Grange Community Centre on Tuesday 2 February 2016 at 7:00pm.

Present: Councillor John Burton (in the Chair) and Councillors Denise Davison, Eileen Dickinson, George Elliott, Margaret Elliott, Margaret Hughes, Ian Quinn, Keith Thompson, and Paul Trippett.

Anne Delandre (Clerk to the Council) was in attendance to record the minutes, County Councillor Peter Brookes was in attendance to report on County Council matters and Sergeant Alex Clarke attended part of the meeting to report on Police matters.

107. APOLOGIES FOR ABSENCE
Apologies for absence were received from Sheila Appleton, Bernadette Oliver and Julie Thompson.
Resolved that the above apologies be approved.

108. DECLARATIONS OF INTEREST
There were no declarations of interest.Resolved that the above be noted.

109. PUBLIC PARTICIPATION
There was one member of the public in attendance. Resolved that the above be noted.

110. POLICING IN THE PARISH
Sergeant Alex Clarke presented the Police Report for the period 12 January – 2 February 2016.

Youth ASB – 19 incidences (down 24% on same period as last year)

Resolved that the above report be noted.

Sergeant Clarke was thanked for his attendance and left the meeting.

111. MINUTES OF THE MEETING HELD ON 12 JANUARY 2016
It was agreed that the minutes of the meeting held on 12 January 2016 be approved as a true record and signed by the Chairman.

112. UPDATE ON PROGRESS OF RESOLUTIONS FROM THE LAST MEETING OF THE PARISH COUNCIL 0N 12 JANUARY 2016

a) The Clerk confirmed that confirmation had been received from Durham County Council that they did not receive the requisite number of signatories to call an election. The Parish may now therefore co-opt. A notice advertising a Casual Vacancy has been displayed from 1 February 2016 until 19 February 2016 requesting that people submit their interest in applying for the vacant position.

Resolved that the above be noted.

113. PLANNING APPLICATIONS
a) The Clerk was pleased to advise that confirmation has been received from Durham County Council that the planning application for the Isles Wind Farm located at land near Mordon and Bradbury and Preston Le Skerne Bradbury Isles Bradbury has been withdrawn by EON

Resolved that the above be noted.

b) Planning application:
DM/16/00200/FPA 1 Tees View, Trimdon Village
Erection of two storey side extension and single storey front extension

Resolved that no comment be offered in respect of the above application.

114. FINANCIAL
a) Details of expenditure requiring payment by cheque were submitted.
Resolved that the payments be approved.

b) The Clerk submitted the schedule of payments made between 1 January 2016 and 31 January 2016

c) The Clerk submitted the schedule of receipts received between 1 January 2016 and 31 January 2016
Resolved that the schedule of receipts be approved.

d) The Clerk submitted the bank reconciliation statement (Instant Access Account) for the period ended 31 January 2016. This was cross referenced with the Bank Statement.

115. CLERK’S REPORTS
a) Following the recent death of the Vice-Chairman, George Elliott Snr., it was proposed that Paul Trippett be appointed as Vice Chairman until the annual meeting in May 2016.

116. CORRESPONDENCE
a) The Clerk confirmed that a request has been received from Citizens Advice County Durham for £2,500 to continue with the bi-weekly outreach service in Trimdon.
Resolved that a grant of £2,500 under Local Government Act 1972 S142 be approved from the 2016/2017 budget.

117. COUNTY COUNCILLOR UPDATE

  • A formal notice has been served regarding the amalgamation of Trimdon Grange Junior School and Trimdon Village Infant and Junior Schools. The Head Teacher at Trimdon Grange has been appointed as the Head Teacher for Trimdon Junior School. The matter of the formation of the new Governing Body is ongoing.
  • The Budget Settlement from central government has now been announced. Savings of £42M will need to be made from next year’s budget – a total of £290M during the period 2010-2020. 2,000 staff have left the authority.
  • DLI Museum – the proposed re-location is still being considered. Installation of a Memorial Garden on the present location is also being considered.
  • Teaching Assistants – Terms and Conditions regarding single status ongoing.
  • Poll for proposal for North East devolution closes 8 February 2016.
  • Simon Henig, Leader of Durham County Council, was awarded the CBE in the New Year Honours List.
  • Notice served on owners of land at Horse Close Lane to re-instate the hedge. DCC Highways to carry out work on the road to improve safety.

118. COUNCILLOR MATTERS – FOR INFORMATION ONLY
Problems with drainage at the Cemetery were raised. It was noted that the Clerk and Chairman are arranging to visit the Cemetery regarding this matter. Resolved that the above be noted.
