Minutes of the Meeting of Trimdon Parish Council held in Trimdon Grange Community Centre on Tuesday 12 January 2016 at 7:00pm.

Present: Councillor John Burton (in the Chair) and Councillors Eileen Dickinson, Bernadette Oliver, Ian Quinn, Keith Thompson, and Paul Trippett.
Anne Delandre (Clerk to the Council) was in attendance to record the minutes, and PCSO Andy Taylor attended part of the meeting to report on Police matters.

95. APOLOGIES FOR ABSENCE
Apologies for absence were received from Sheila Appleton, Denise Davison, George Elliott, Margaret Elliott, Margaret Hughes and Julie Thompson.
Resolved that the above apologies be approved.

96. DECLARATIONS OF INTEREST
There were no declarations of interest.
Resolved that the above be noted.

97. PUBLIC PARTICIPATION
Two members of the public were in attendance. One of the attendees made reference to the Notification of Planning Appeal DM/15/00244/FPA. He hoped that the Parish Council would re-affirm their objections to the planning application when they considered the item — Item 7(a) refers.

98. POLICING IN THE PARISH
PCSO Andy Taylor presented the Police Report for the period 8 December 2015 – 12 January 2016.

All ASB — 88 incidences (-8% on same period as last year)
Youth ASB — 38 incidences (down 22% on same period as last year)

Criminal Damage — 2 incidences
Other — 2 thefts and 1 attempted theft from gardens

ANTI-SOCIAL BEHAVIOUR (ASB)
All ASB — 42 incidences (down 24% on same period as last year)
Youth ASB — 18 incidences (same figure as last year)

Resolved that the above report be noted.
PCSO Taylor was thanked for his attendance and left the meeting.

99. MINUTES OF THE MEETING HELD ON 8 DECEMBER 2015
It was agreed that the minutes of the meeting held on 8 December 2015 be approved as a true record and signed by the Chairman.

100. UPDATE ON PROGRESS OF RESOLUTIONS FROM THE LAST MEETING OF THE PARISH COUNCIL ON 8 DECEMBER 2015
a) The Clerk advised that a Notice advertising the Casual Vacancy had been displayed in the Parish Notice Boards and the deadline for requests for an election to be held closes at midnight 12 January 2016. If no requests are received then a Notice advertising a vacancy to be filled by co-option would be advertised.
Resolved that the above be noted.
b) The Clerk advised that she had sought advice regarding a donation to Durham Cathedral and the Parish Council is unable to make a donation under the Local Government Act 1972 S.B.

101. PLANNING APPLICATIONS
a) Notification of Planning Appeal: DM/15/00244/FPA — Amerston Holdings, Kelloe Bank, Trimdon
The Clerk advised that an appeal has been lodged with the Planning Inspectorate against Durham County Council’s decision to refuse planning permission. Correspondence has been received that the representations previously submitted by the Parish Council opposing the planning application will be sent to the Inspectorate for consideration when determining the appeal. The Clerk was requested to seek clarification as to whether a further submission needed to be forwarded to the Inspectorate.
Resolved that the above be noted.
b) There were no planning applications for consideration.

102. FINANCIAL
a) Details of expenditure requiring payment by cheque were submitted.
Resolved that the payments be approved.
b) The Clerk submitted the schedule of payments made between 1 December 2015 and 31 December 2015.
Resolved that the schedule of payments be approved.
c) The Clerk submitted the schedule of receipts received between 1 December 2015 and 31 December 2015.
Resolved that the schedule of receipts be approved.
d) The Clerk submitted the bank reconciliation statement (Instant Access Account) for the period ended 31 December 2015. This was cross referenced with the Bank Statement.
Resolved that the bank reconciliation statement (Instant Access Account) be approved and the Chairman sign the Bank Statement as confirmation of the balance.
e) The Clerk submitted the bank reconciliation statement (Current Bank Account) for the period ended 31 December 2015. This was cross referenced with the Bank Statement.

103. CLERK’S REPORTS
a) The Clerk submitted a report on the budget and the setting of the parish precept for 2016/2017. The report recommended that the parish precept is not increased for 2016/2017.
In respect of the budget Paul Trippett recommended that a sum be earmarked from reserves for a community event to be held in the summer.
Resolved
1. That, with the above amendment, the budget for 2016/2017 be approved.
2. That Trimdon Parish Council does not increase the parish precept and requests a precept of £151,706
b) The Clerk confirmed that all the new benches had been installed and all of the bus shelters had been professionally steam cleaned. Positive feedback had been received. The Clerk suggested that the bus shelters be cleaned on a bi-annual basis and this was agreed.
Resolved that the above be noted
c) The Clerk advised of a campaign Clean for the Queen which is being held on the weekend on March 4/5/6. Local authorities are encouraged to work with schools and community groups to organise a clean up.
Resolved that the Clerk liaises with local schools and community groups and the Parish Council offers support, as necessary.
d) The Clerk advised that a new company – Smaller Authorities Audit Appoints Ltd — has been created to take over the appointment of external auditors and the setting of audit fees from 2017. This company will formally appoint external auditors on behalf of parish councils for a five year period from 2017/2018.
Resolved that the above be noted.

104. CORRESPONDENCE
a) Correspondence has been received from Post Office Limited apologising that they have not yet been able to secure a replacement Postmaster for the service in Trimdon Village but that they are continuing to explore all options for restoring a Post Office service.
Resolved that the above be noted.
b) A request has been received from TCCA Senior Youth Club members for a donation towards a Pizza Party to celebrate their last session of the year.
Resolved that a donation of £40 be awarded under the Local Government Act 1972 S.137.
c) Correspondence has been received from Jane Wright, Director, Phillips Chemist advising that a new Pharmacy opened at 15 Commercial Street, Trimdon Colliery.
Resolved that the above be noted.
d) Correspondence has been received from CDALC advising that it has been awarded 4 places to attend the Royal Garden Party 2016.
Resolved that the above be noted.
e) Correspondence has been received from Councillor Jan Blakey, The Chairman of Durham County Council/Mayor of Durham inviting the Chair and Consort to attend an afternoon tea at Durham Town Hall on Monday 18 January 2016.
Resolved that the above be noted.
f) An Event ‘Managing Events’ is being held by CDADLC on 9 March 2016. Councillors and Clerks are invited to attend.
Resolved that the Parish Clerk attends on behalf of the Parish Council.
g) National Association of Local Councils Magazine: Winter 2015 enclosed with minutes. Resolved that the above be noted.
h) Correspondence has been received from Pioneering Care Centre thanking the Parish Council for the recent donation.
Resolved that the above be noted.
i) Notification has been received that the Police and Crime Commissioner is consulting with residents regarding the proposed 1.98% increase in Council Tax for 2016/2017.
Resolved that the above be noted.

105. COUNTY COUNCILLOR UPDATE
Councillor Peter Brookes was unable to attend and forwarded his apologies. He requested the Chairman to advise that an information pack and questionnaire about the North East devolution is being sent to all residents between 13 and 19 January 2016 — the deadline for completion is 8 February 2016. Agreed that the above be noted.

106. COUNCILLOR MATTERS — FOR INFORMATION ONLY
Ian Quinn advised that complaints had been received about the grassed verge at Dunelm Road being damaged by vehicles parking. Paul Trippett advised that he is currently compiling photographic evidence to forward to DCC and he will include this area.
Resolved that the above be noted.
Eileen Dickinson advised that complaints are being received that the new street lighting installed by DCC are not bright enough.
Resolved that the above be noted.
Ian Quinn advised that residents have requested that additional gravel be place on the footpath adjacent to St Mary Magdalene Church. The Clerk agreed to look into this or an alternative solution.
