616. APOLOGIES FOR ABSENCE
Apologies for absence had been submitted and were accepted on behalf of Councillor M Nicholls.

617. MINUTES OF THE LAST MEETING & SPECIAL MEETING OF THE 29TH SEPTEMBER 2010, a copy of which had been circulated to each Member, were approved

618. POLICE MATTERS

The Sgt Steve Hawkes and PC Rob Mellentham attended the meeting and gave an update on the crime statistics since the last meeting. Globally there had been reductions in crime which were very positive. It was reported that the AAP had given funding to enable the off road motor bikes to be out more often. Details were given of the success with operation Sledgehammer, aimed at organized crime.
The Chairman asked for the police support in enforcing the double yellow lines when they were installed and they assured that they would keep an eye on emerging problems. RESOLVED that the information given, be noted and the Officers be thanked for their attendance.

619. PLANNING MATTERS
The Clerk advised receipt of details of the following:-
Applications
Proposed Change of use to caravan site etc
For Mr & Mrs J Smith At Land Rear of Waycott

Members were circulated with the refusal decision received following the meeting of the Planning Panel at DCC on 5th October 2010.
It was noted that the decision notice advised that there was a right of appeal. Members were extremely unhappy with the whole situation and awaited further information. The Chairman and members expressed their sincere thanks for the support that had been given to the Parish Council from Mrs Carter, Residents Association, who spoke at the Panel Meeting, and both of the unitary Members Councillors Hovvells and Nicholls. Thanks were also given to the Chairman for representing the Council.
RESOLVED that further developments be awaited.
Approval
Land North of Luke Street, Trimdon Station, Erection of a stable block, Mr G Ashurst
RESOLVED that the information given, be noted.

Mobile Home & Building – Land East of Ashley House, Mr Carr
Members were circulated with details from the Planning Section and the suggested conditions that could be attached to this proposal. Members gave full consideration to this item and following discussion it was RESOLVED that the Parish Council’s objections remain.

In considering the applications Members expressed their concerns at various caravans located in the village and asked that the Clerk request enforcement action fro the Planning Department.
RESOLVED that this course of action be followed.

620. CORRESPONDENCE
Consideration was given to a list of correspondence received since the last meeting, a copy of which had been circulated to each Member, and the Clerk hi lighted items that may be of interest to Members. RESOLVED that the contents of the correspondence list, be noted.

621. MEMBER’S INDIVIDUAL REPORTS
Bollards – Luke/Windsor Street
Members asked that investigations be made into why one of the bollards had been taken out. These were measures that assisted in slowing down traffic at this location and there was concern that if this had been carried out by the Highways authority no consultation had been carried out. RESOLVED that this be investigated.
Allotment Working Party
A report was given by the Allotment Working Party that had met prior to the meeting. There were several untidy gardens that needed caution letters sending. The main issue was the disproportionate rent request for the size of gardens and it was RESOLVED that a cost be obtained to carry a valuation of the gardens and garage sites by the Valuation Office.
Footpath
It was reported that the footpath next to Knorwood, pedestrian access to the recreation area, was uneven and needed repair. RESOLVED that a price be obtained to carry out this work.
Hedgerow/Trees
It was suggested that arrangements be made to prune the trees and hedgerow on the lane to the recreation area in readiness for the firework display. RESOLVED that this be arranged.
Tarmac Works at various locations throughout the village
Reports were made of tarmac works that had been carried out to a very poor standard and it was asked that this be investigated. RESOLVED that the County Council be requested to confirm if they had carried out these works at Sycamore Drive, Windsor/Luke Street and footpaths next to the Top Shop, and if they had to improve the standard of the works.
Gatenbys & Former Chapel Site
A Local Member expressed his concern that he had seen lights in this building. The Clerk was pleased to report she had been advised by DCC that hopefully development would commence in the near future. RESOLVED that progress be awaited.
Traffic Hazard – Premier Court
A Local Member expressed his concern at the danger caused by vehicles parking on the bend at this location. RESOLVED that this matter be taken up with the Highways Department again with a request for yellow lining.
Footpath – Chip Shop
It was asked that this be reported for repair again. It was also reported that around the house was very untidy. RESOLVED that these reports be made.
Former Matt Watchman Site
It was asked that the untidy condition of this site be taken up for action. RESOLVED that this course of action be followed.

Chairman’s Progress Report
The Chairman reported on site meetings during the month. He asked that the chicane East of St Aidans Terrace be reported for repair and he advised on progress with traffic schemes at Wood/May Crescent recent and the yellow lining on Horse Close Lane.
RESOLVED the chicane be reported.

622. RESIDENT’S REPORTS

Planning Approval – Garage Site
The Clerk was asked if she could fid out size details of a recent planning application and advise on her findings.
Watson Crescent
It was asked if the hole in the path at this location could be reported.
RESOLVED the Clerk investigate and report these two items.

623. CLERK’S REPORT
The Clerk’s report, a copy of which had been circulated to each Member, was considered under the following headings:-
Poppy Appeal – Remembrance Day Parade
RESOLVED the action taken in placing an order for the poppy wreath costing £16.50, be endorsed.
Cemetery
Planning Application – Smith

Members were circulated with a copy of the reply received from Durham County Council following the complaint made to the Local Government Ombudsman. Members were not satisfied with this response and asked the Clerk to advise the LGO of that fact and request they take this up further. RESOLVED that this course of action be followed.
Small Business Rate relief – Cemetery
Playground Inspection

RESOLVED that the information given, be noted.
Fireworks
The insurance cover for the event had been taken out at a cost of £220.00. Posters were circulated for display. RESOLVED that the information given, be noted.

624. RESOLUTION TO EXCLUDE THE PRESS AND THE PUBLIC
IN VIEW OF THE CONFIDENTIAL NATURE OF THE FOLLOWING ITEMS TO BE DISCUSSED THE COMMITTEE PASSED THE FORMAL RESOLUTION TO EXCLUDE THE PRESS & PUBLIC FROM THE MEETING, PURSUANT TO THE PUBLIC BODIES (ADMISSIONS TO MEETINGS) ACT 1961 AND THE LOCAL GOVERNMENT (ACCESS TO INFORMATION), ACT 1985.

625. FINANCIAL MATTERS
(i) Accounts for Payment
RESOLVED that the accounts as listed totalling £3,813.87 be passed for payment.

(ii) Bank Reconciliations – September 2010
The bank reconciliations were presented for September 2010.
RESOLVED that the bank reconciliation be accepted.

COUNCILLOR N KELL DECLARED AN INTEREST IN THE FOLLOWING ITEM AND TOOK NO PART IN THE DISCUSSION WHICH ENSUED.

626. ALLOTMENT GARDENS
The Clerk asked for Member’s consideration of the current arrangements for allotment/leisure gardens and the future and demand for gardens and the ways in which the Parish Council could finds ways to satisfy current and future requests for allotment gardens. RESOLVED that legal advice be sought on this issue and further consideration be given to this matter at the next meeting.
