404. APOLOGIES FOR ABSENCE Apologies for absence had been submitted on behalf of Councillors T Anderson, J Freak, K McGonnell & M Nicholls.
405. MINUTES OF THE LAST MEETING, a copy of which had been circulated to each Member, were approved. 406. POLICE MATTERS The Police then gave an update on the crime statistics since their last report. Following the report Members gave details of issues which included shuttering to the former chapel being ripped off; drug mis use next to the old railway line; underage drinking; youths gathering next to aged persons bungalows in Malvern Crescent; a quad bike driving around the village; anti social behavior in St Aidans and problems in the recreation area. RESOLVED that the Police be thanked for their attendance and support.
407. PLANNING MATTERS Proposal: House At: Waycot, Wingate Road For: Mr R Atwal Consideration was given to the planning application details received for this proposal. The Parish Council had objected to this application in the past and following discussion it was agreed that the Parish Council object to the application on the following grounds:- the intended access to the site was from the access to the Parish Council’s recreation area and it was felt that not only is this access unacceptable on the grounds of pedestrian safety for those that wish to use the recreation area safely walking their dogs or taking their young children to the play area. Traffic movements were also a concern at the access point off Wingate Road next to a well used shop and bus stop.
The Parish Council recognize the unsuitability of this access and had itself taken recent steps to make a new access into the recreation area at the former memorial garden. There was also concern that it appeared only four local residents had been consulted on this application. This, Members felt, was not full and proper consultation.
RESOLVED that an objection be forwarded on the grounds as given and comment be made on the lack of consultation.
B122 Notice of an Application Affecting a Caution of Title The Clerk was passed information from the Land Registry Office in the above regard which had been sent to the former Clerk. RESOLVED that the Clerk obtain advice from the Council’s Solicitor on this matter and in consultation with the Chairman, make an appropriate reply to the Land Registry Office by the deadline date.
408. CORRESPONDENCE Consideration was given to a list of correspondence received since the last meeting, a copy of which had been circulated to each Member. RESOLVED that:- (i) no donation be made to the Samaritans; (ii) it be noted that the AAP Inaugural Meeting would be held on 29th April 2009 at a venue to be determined; (iii) The Parish Council’s disappointment at the reduction in sessions and number of cases per session at the CAB outreach sessions to be held in Trimdon be given when the donation was issued; (iv) the remainder of the correspondence be received.

409. MEMBER’S INDIVIDUAL REPORTS Joint Trimdon’s Litter Pick It was reported that a litter pick was to be organized and any Member wishing to help were asked to get in touch. RESOLVED that the information given, be noted. New Charity Shop A Special Joint Trimdons Meeting had been called to consider this matter. RESOLVED that the information given, be noted. Rubbish and Dog Fouling It was reported that there was a considerable amount of rubbish and problems with dog fouling at the bottom of Rodwell Street next to the allotments sites. RESOLVED that this be reported for action. Luke Street – Street Cleaning It was reported that street cleaning was still not being carried out in Luke Street. RESOLVED that this be reported for action. Deterioration of Road It was reported that the road at the junction to Cinnamon Drive/Malvern Crescent was sinking and breaking up. The road entrance into the Fish Shop was all broken up also. The pathway along to the Fish Shop and Foundry Mews was also breaking up and was potentially dangerous. RESOLVED that this be reported to the Highways Action Line. Fomer Chapel It was reported that the bolts on the shuttering to the building had been forced. RESOLVED this be reported to the Police. Street Lights Street Lights were off at Malvern Crescent. RESOLVED that this be reported. Wingate Road There was a leaking water main next to the bus stop. This had been reported and a Notice had been served on Northumbrian Water. RESOLVED that the information given, be noted. Allocation of Bus Passes It was alleged that the allocation of bus passes was to face even more restrictions. RESOLVED that further information be awaited.
Chairmans’ Report Details were given of the site meetings held since the last meeting. The Chairman advised that there had been three successful actions against dog fouling; that the former Matt Watchman Garage Site had now been cleared; works on dropped curbs were to begin shortly. Details on damage to the street lights and the bowling green were given. The level of dog fouling on the footpaths throughout the village was given as a major concern. RESOLVED the information given be noted.
410. Resident’s Reports Dog Bins Dog bins were requested at Sycamore/Wood/Lilac and May Crescent. There were only two dog bins on the whole estate and it was suggested one be placed at each bus stop and within “the two horse shoes”. RESOLVED that a request be made to the District of Easington. Station Road East Concern was expressed at the amount of rubbish and fly tipping at this location. It was confirmed that action was being taken by EDC on this matter and a skip was expected shortly. RESOLVED that the information given, be noted. Planning Matters – Lack of Consultation A local resident expressed his concern at not being consulted with the details on the planning application for Mr Atwal. RESOLVED that as agreed earlier in the meeting this be taken up with the Planning Section.

411. CLERK’S REPORT Consideration was given to the Clerk’s report covering the following items:- Station House – Blocking of Right of Way Installation of a noticeboard – progress Transfer of the Allotment Site – Luke Street RESOLVED that the legal costs relating to this transfer of £336.50 be approved. Footpath at the Entrance of Foundry Mews A letter from a local resident of Beech Grove informing the Parish Council that the footpath at the entrance to Foundry Mews, Trimdon Foundry was very slippery when it is frosty. In considering this letter discussion was given as to what type of action the Parish Council could take to assist. The clerk had obtained prices for the provision of grit bins and salt. RESOLVED that a commitment be given to provide two grit bins per year and to fill the bins put out by the Parish Council it being on the understanding that no liability was accepted and residents would have to spread the grit themselves. FURTHER RESOLVED that two bins be ordered immediately to be placed out at entrance to Foundry Mews, Trimdon Foundry and one at the bottom of Rodwell/Windsor Street. This service provision to be publicized in the Messenger and undertaken under Section 137 powers. Purchase of Land – Malvern/Margaret Terrace Vandalism at the Bowling Green It was reported that the bowling green had been damaged by vandals. It had been suggested that the hedge around the green be cut to stop it being used as cover and also to stop the fires being lit in it. RESOLVED that this course of action be agreed.
412. RESOLUTION TO EXCLUDE THE PRESS AND THE PUBLIC IN VIEW OF THE CONFIDENTIAL NATURE OF THE FOLLOWING ITEMS TO BE DISCUSSED THE COMMITTEE PASSED THE FORMAL RESOLUTION TO EXCLUDE THE PRESS & PUBLIC FROM THE MEETING, PURSUANT TO THE PUBLIC BODIES (ADMISSIONS TO MEETINGS) ACT 1961 AND THE LOCAL GOVERNMENT (ACCESS TO INFORMATION), ACT 1985.
413. FENCING TO THE RECREATION AREA TO PROHIBIT UNAUTHORIZED ACCESS Three prices had been obtained to carry out this work. RESOLVED that the price submitted by Peart Fencing at a lump sum of £3,851.57 to fence along an area in the recreation ground to stop unauthorized access, be accepted.
414. FINANCIAL MATTERS (i) Accounts for Payment RESOLVED that the accounts as listed totalling £4,128.38 be passed for payment. (ii) Bank Reconciliations – February 2009 Due to problems with the software the Bank reconciliations were not available. Two months would be presented to the meeting in April 2009. RESOLVED that this course of action be agreed.
(iii) Review of Risk Assessment & Review of Effectiveness of Internal Audit Document The Clerk circulated for Members an updated report in the above regard. RESOLVED the contents of the report be adopted.
415. DATE & TIME OF THE NEXT MEETING RESOLVED the date and time of the next meeting be Wednesday 8th April 2009 at 6.30pm.
